THE REGISTER OF BUILDING LAND
SHARE

The register of building land contains data on built-up and unbuilt-up building land and data on development levels of unbuilt-up building land.

Purpose

Records of building land are retained for the needs of spatial planning, determining the actual situation in space and for the implementation of land policy measures.

The building land register contains data on building land, specifically built-up and unbuilt-up land and the development stages thereof.

Data from the building land register represents basic data for:

  • planning the intended use of space or new building land in the process of preparing municipal spatial acts,
  • utility equipment design,
  • implementation of land policy measures, specifically for the rehabilitation and provision of an appropriate parcel and ownership structure, the provision of affordable land for living and work, the management of land in the public interest and the assessment of levies on building land,
  • valuation of building land,
  • registration of a building plot in the land cadastre.

Data from records of building land and its maintenance

The records of building land retain data regarding:

  • land area,
  • land characteristics,
  • connections with real estate and
  • other information required for record-keeping.

Data on building plots of buildings in the building land register is maintained by the Ministry. Other data on built-up land and data on development levels of unbuilt-up building land is maintained by the municipalities. The technical conditions for maintaining the database from the records at the state level are provided by the Ministry. A public procurement is underway for the production of "Information support for the management of data on inhabited land and records of building land" at the national level.

Data from the building land register is maintained on the basis of changes resulting from the adoption of individual or general legal acts in the field of spatial planning, construction or public finance.

Any change in the data on building land must be submitted by the municipality to the building land register no later than three months after its creation. For the needs of maintaining records of building land, the Ministry shall provide the municipality with access to data from the monitoring of spatial interventions.

Establishment of records of building land

The establishment of a building land record will take place in several phases. Currently, the first phase has been completed, wherein a proposal for inhabited land and the actual use of inhabited land has been prepared as part of the mass capture of inhabited land.

Preparation of the proposal of inhabited land

The proposal of inhabited land was prepared by the Ministry by mass capture on the basis of data:
  • the actual state of nature with created and natural boundaries,
  • the condition of registered real estate and ownership of it,
  • intended use of space in accordance with the provisions of applicable spatial planning acts.
Regulation on the methodology for mass capture of inhabited land

The project of mass capture of inhabited land was implemented in eleven phases in the period between 1st December 2017 and 15th April 2021, in the entire territory of Slovenia.

Data transfer of the inhabited land proposal resulting from the mass capture can be obtained via the link below. Data can also be viewed via a graphical view of the building land register.

Until the establishment of the building land register, the data on inhabited land is data on the mass capture of inhabited land.

Amended proposal of inhabited land and proposal of undeveloped building land

The amended proposal for inhabited land and the proposal for undeveloped building land shall be determined by the municipality. In determining the amended proposal for inhabited land, the municipality uses data from the proposal for inhabited land, which is the result of mass data collection, data on building plots, data on associated land of public road and public railway infrastructure and other data on built-up land. The development stages for undeveloped building land are determined by the municipality.

FINAL PROPOSAL AND RECORD OF DATA IN THE RECORD OF BUILDING LAND

The preparation of the amended proposal for inhabited land and the proposal for undeveloped building land is followed by informing the property owners. Based on the comments of the owners and the views of the municipality, a final proposal of data is prepared, which is recorded in the building land record. The municipality then submits data on inhabited land, data on the associated land of public road and public railway infrastructure and data on undeveloped building land with development levels to the register of building land at the state level.
